Institutional Context

The 21st Century Border Management Initiative is a bilateral cooperation mechanism, whose goal is to improve border security and promote the economic competitiveness of the North American region. The Bilateral Executive Steering Committee (ESC) has generally held annual plenary meetings since the mechanism was launched in 2010.*

13th Plenary Meeting of the 21st Century Border Management Process ESC2**

On December 3rd, 2021, high-level representatives of the Mexican and American governments met virtually, within the framework of the 13th Plenary Meeting of the 21st Century Border Management Process ESC. The meeting was led by the Head of the North American Unit of the Ministry of Foreign Affairs, Roberto Velasco, and the Mexican Ambassador to the United States, Esteban Moctezuma. On behalf of the United States, the Special Assistant to the president of the United States, Katie Tobin, and the Ambassador of the United States to Mexico, Ken Salazar, participated.

Highlights of the meeting:

  • Vaccination rates greater than 85% in Mexican border municipalities.

  • Advances in hydraulic infrastructure, where a binational group led by the National Water Commission (Conagua) and the Environmental Protection Agency (EPA) was created.

  • Completion of the CILA Pumping Station, which proposes a solution to clean up the Tijuana River by reducing wastewater runoff.

Commitments

  • Work together in advancing the Laredo 4/5 project.

  • Adoption of Action Plans to modernize and expand the Ports of Entry on the common border.

  • Strengthen cooperation for the exchange of information on public security and carry out coordinated activities more efficiently, focused on the prevention of violence and crime in the

    border region.
