Canada, Mexico and USA Ministers of Foreign Affairs Joint Statement

Institutional Context

In Canada, the Minister of Foreign Affairs is responsible for overseeing all international relations, except for trade issues. The Minister is also responsible for leading Global Affairs Canada, the International Centre for Human Rights and Democratic Development and the International Development Research Centre. Mélanie Joly has served as Minister of Foreign Affairs of Canada since October 2021. She is a member of the Liberal Party, and represents the Montreal-area riding of Ahuntsic-Cartierville in the House of Commons, taking office as a member of Parliament (MP) following the 2015 federal election.

In Mexico, the Secretary of Foreign Affairs is responsible for implementing the country's foreign policy. The secretary is appointed by the President to head the Secretariat of Foreign Affairs and is a member of the federal executive cabinet. Marcelo Ebrard Casaubón has served as the Secretary of Foreign Affairs since December 2018. He has previously served as president of the United Nations Global Network on Safer Cities. He also served as Secretary-General of the former Mexican Federal District Department, Minister of Public Security, and Minister of Social Development.

In the United States, the Secretary of State is appointed by the President with the advice and consent of the Senate, and is the President's chief foreign affairs adviser. The Secretary carries out the President's foreign policies through the State Department, which includes the Foreign Service, Civil Service, and U.S. Agency for International Development. Current Secretary of State, Antony J. Blinken was sworn in on January 26, 2021.

Canada, Mexico and USA Secretaries of Foreign Affairs Joint Statement

On June 10th, 2022, Ministers of Foreign Affairs Mélanie Joly (Canada), Marcelo Ebrard Casaubon (Mexico), and Antony Blinken (USA), met in Los Angeles. The aftermath of the meeting was a joint statement, where the three countries reaffirmed their commitment to: address the root causes of irregular migration and poverty; invest in the region; prioritize the development cooperation to create economic opportunities for all; protecto human rights, particularly for members of vulnerable and historically marginalized communities; take measures to address the climate crisis; promote feminist approaches, eliminating structural and indirect barriers for women, girls and marginalized people, and integrating gender perspectives into the shared priorities.

During the meeting, the high level representatives discussed the planning of the next North American Leaders Summit, to be celebrated in December 2022 in Mexico .
