Entry Into Force of Act 328 of the IBWC

Institutional Context
The International Boundary and Water Commission (IBWC) was established in 1889, and has responsibility for applying the boundary and water treaties between the United States and Mexico and settling differences that may arise in their application. The IBWC is an international body composed of the United States Section and the Mexican Section, each headed by an Engineer-Commissioner appointed by his/her respective president. Each Section is administered independently of the other.
The mission of the IBWC is to apply the rights and obligations which the Governments of the United States and Mexico assume under the numerous boundary and water treaties and related agreements, and to do so in a way that benefits the social and economic welfare of the peoples on the two sides of the boundary and improves relations between the two countries.
Entry Into Force of Act 328 of the IBWC
On August 18th, 2022, the Head of the North America Unit, Roberto Velasco, together with the United States Consul General in Tijuana, Thomas E. Reott presented the approval of Act 328 of IBWC: Sanitation Infrastructure Projects in Tijuana, Baja California – San Diego, California, for immediate implementation and for future development. The ceremony took place in California.
Act 328 contains 17 priority projects for water infrastructure and border sanitation that will be implemented with the entry into force of the act, with a total joint investment of $ 474 million USD. Among the projects are the expansion of the International Wastewater Treatment Plant (PITAR) on the US side and the rehabilitation of pumping plants, collectors, emitters and interceptors on the Mexican side; as well as the total renovation of the San Antonio de los Buenos Aires Wastewater Treatment Plant in Baja California.
